With over 33 years of leadership experience in both the public and private sectors, Chuck brings a rare blend of innovation, fiscal discipline, and operational know-how. He is the founder of Majestic Residences, a fast-growing residential assisted living franchise brand operating across multiple states. Prior to that, Chuck built CarePatrol into the largest senior placement franchise in the country before successfully exiting the company in a national acquisition. He’s advised hundreds of business owners, created award-winning training systems, and developed national platforms that improve the lives of seniors and their families.


Chuck holds two Master's degrees, and his leadership style is defined by data-driven decisions, unshakable transparency, and hands-on accountability.

From launching workforce development programs to spearheading the Teen Violence Sub-Committee after troubling community events, Chuck steps in where others step back. His business experience taught him that leadership isn’t about titles—it’s about outcomes.

Gilbert’s success didn’t happen by accident—and protecting it requires planning ahead. Proactive leadership means identifying challenges early, investing before systems fail, and making decisions that protect both residents and taxpayers.


That’s why Chuck believes in addressing infrastructure needs—water, sewer, and roads—through long-range planning and fiscally responsible strategies. By working closely with town staff, evaluating revenues carefully, and using tools like bonding only when appropriate, Gilbert can spread costs fairly over time and avoid sudden rate spikes or emergency repairs.


This approach isn’t about spending more—it’s about spending smarter. Planning ahead allows Gilbert to maintain high standards, preserve quality of life, and ensure today’s investments don’t become tomorrow’s crises.

Straight Talk on Rising Costs - Gilbert Water Issues

 

We all feel it—when that utility bill arrives and the number is higher than expected, it doesn’t feel abstract. It feels personal. For many families in Gilbert, it's another hit to a stretched budget. For seniors on fixed incomes, young parents juggling expenses, and small business owners trying to stay afloat, every dollar matters.


That’s why I believe in something simple: telling you the truth.

No spin. No vague language. Just facts about why rates have gone up, what those dollars are paying for, and what we’re doing to ensure those investments are responsible, transparent, and necessary. As your Councilmember, I’ve pushed for open dialogue, fiscal accountability, and better communication—because earning your trust means more than words. It means action.


We didn’t get here overnight. And we won’t fix everything overnight. But I will never stop fighting for smart solutions, honest answers, and long-term planning that protects Gilbert’s future while respecting the people who call it home.

Future Roads Infrastructure Needs

 As Gilbert has grown, so has the responsibility to care for the infrastructure that supports our quality of life. Many of the town’s core systems—water, sewer, and soon our roads—were constructed during Gilbert’s rapid growth between 1995 and 2005 and are now reaching the stage where thoughtful reinvestment is necessary.


Chuck is currently focused on strengthening Gilbert’s water and sewer infrastructure. Looking ahead, roads will be the next major area of investment over the coming seven years. Many of Gilbert’s original roadways are approaching the end of their typical 30- to 40-year lifespan and will need to be rebuilt—not patched—to maintain safety and reliability.


Gilbert is known for having some of the best roads in the metropolitan area, a result of consistent, high-quality maintenance. Chuck is committed to preserving that standard and ensuring residents continue to experience smooth, safe streets.


Rather than waiting for problems to arise, Chuck is working closely with town staff to plan ahead. This includes evaluating long-term funding strategies—such as responsible use of revenues and bonding—to address future road needs before they become costly emergencies or daily disruptions.

Protecting Our Youth & Strengthening Our Community

 In response to tragic incidents of teen violence, Chuck took decisive action to protect Gilbert’s youth and restore community trust.


Chuck led the effort to establish a Town Council Teen Violence Subcommittee, on which he proudly served. That work quickly expanded into the creation of a Teen Violence Task Force—making Gilbert the only municipality in the metropolitan area to bring residents, families, schools, and public safety leaders together in a coordinated response.


As a direct result of this initiative, the Town of Gilbert also hired a dedicated police officer focused exclusively on teen engagement and prevention, strengthening relationships between youth and law enforcement and addressing issues before they escalate.


Chuck also spearheaded the Valley’s first anti–brass knuckles ordinance after being approached by a courageous teenager who had suffered serious injuries after being assaulted with the weapon. Moved by the young person’s bravery and the preventable nature of the harm, Chuck worked with law enforcement and fellow policymakers to close a dangerous gap in public-safety laws and help protect others from similar violence. 


Chuck believes leadership means acting when it matters most—and working side‑by‑side with the community to keep Gilbert safe.

Gilbert Dementia-Friendly City

Chuck initiated Gilbert’s Dementia-Friendly City program after recognizing that a growing number of residents and families were quietly navigating the challenges of Alzheimer’s and other forms of dementia—often without coordinated community support.


Understanding that dementia impacts not just individuals but entire families, Chuck helped bring together city leadership, first responders, local businesses, healthcare providers, and community organizations to create a more informed, compassionate, and prepared town.


Under his leadership, Gilbert began building systems focused on awareness, training, and inclusion—ensuring residents with cognitive impairment are treated with dignity and that caregivers feel supported rather than isolated.

The Dementia-Friendly City initiative reflects Chuck’s belief that strong communities are measured not only by growth and infrastructure, but by how well they care for their most vulnerable neighbors.
